Both medical and recreational cannabis are illegal in Monaco.

While the plant is illegal, penalties for consumption are often not enforced for small amounts and consumption is fairly common. A 2017 UN report estimates that 10% of the population in Monaco consumes cannabis. However, finding cannabis in Monaco can be challenging as a large police presence discourages public dealers.

CBD products exist in a legal grey area in Monaco because the country makes no legal distinction between hemp and marijuana plants.

In 2020, the EU Court ruled that CBD products are not considered narcotics or drugs so “a country of the European Union cannot prohibit the marketing of cannabidiol legally produced in another member state.” However, Monaco is not a member of the EU and is not obliged to recognize the ruling. Despite this, a quick internet search brings up CBD shops in the country with flower, oils, and other products for sale.

Visiting Monaco – can you buy or bring marijuana products?

There is no way to legally buy cannabis in Monaco, but you may be able to purchase the plant off of the illicit market. Finding a source for cannabis can be challenging as a visitor, however, as it requires knowing someone, rather than finding a dealer in public. While some amounts of possession and consumption are typically tolerated, keep in mind that cannabis is illegal and can carry jail time and/or a fine.

Don’t bring cannabis into Monaco. Crossing international borders with cannabis can be considered drug trafficking, which carries a much harsher sentence than simple possession.
