No, weed is not legal in Andorra, and the country is considerably stricter than its relaxed shopping-destination reputation suggests. Using cannabis, possessing it and even growing it for your own use are all criminal offences.
CBD is the more complicated question, because shops sell it openly while the government has stated that selling plant-derived CBD is not lawful. This guide explains Andorra’s cannabis laws, the penalties, where CBD actually stands, and what happens if you carry it back across the border.
Is weed legal in Andorra for recreational use?
Recreational weed is illegal in Andorra, with no exception for personal use. Drug offences are set out in the Criminal Code, Llei 9/2005, which you can read on the official Portal Jurídic del Principat d’Andorra.
Andorra takes an approach that surprises people. Personal use is a criminal contravention, the lowest tier of the Criminal Code, rather than an administrative matter. It is still criminal, still prosecuted through the criminal courts, and still capable of leaving a record.
Three details are worth spelling out because they are unusual. Growing cannabis for your own consumption falls under the same personal-use provision as possessing it, so a single plant is treated the same way as a pocketful. Bringing cannabis into the country for your own use is named as an offence in its own right. And smoking together with someone else attracts a higher fine band than smoking alone.
There is also a separate administrative route. The public security law prohibits possessing or consuming drugs in public spaces and attaches its own fine, which means public consumption can be dealt with either administratively or criminally.
What are the penalties under Andorra weed laws?
Penalties under Andorra weed laws depend on whether the authorities treat what you had as being for your own consumption or for supply. There is no quantity threshold in the Criminal Code that draws the line for you, so the distinction is inferred by the court from the amount and the circumstances.
Personal use, possession, cultivation and importation for your own consumption sit at the contravention tier, carrying detention and a fine in the hundreds to low thousands of euros. Consuming in a public place, or jointly with others, moves you into higher fine bands.
Supply and trafficking are a different order of seriousness. Cannabis is expressly carved out for a lower tariff than other drugs, which is worth knowing, but the offence still covers producing, transporting, importing, exporting, selling, buying and possessing with those purposes, and it carries a prison sentence and a fine calculated as a multiple of the value of the drug. Aggravated forms, including large quantities, supply to minors and involvement of an organisation, carry substantially more.

Is medical marijuana legal in Andorra?
Andorra has a very narrow medical cannabinoid route rather than a medical cannabis programme. A 2015 health ministry protocol allows one licensed medicine, an oromucosal cannabis extract spray, to be prescribed for moderate to severe spasticity in multiple sclerosis patients who have not responded to conventional treatment.
Access runs case by case. A credentialed neurology or rehabilitation specialist applies to a cannabinoid treatment commission, the medicine is then imported for that patient, and it is dispensed against a special narcotics prescription. There is no patient register, no dispensary, no cannabis flower and no domestic cultivation under that protocol.
That may be about to change. In September 2026 the government presented a reform of the agriculture law intended to enable new agricultural production including medicinal cannabis.
The design announced so far is restrictive: medicinal use only, indoor cultivation only, and a single licence held by a single operator awarded by public competition. A specific cultivation law is still to come before the Consell General, so nothing is in force yet.
Is CBD legal in Andorra?
This is the question most people are actually asking about Andorra, and the honest answer is that it is contested rather than settled.
The government’s position is that plant-derived CBD cannot lawfully be sold. A government spokesperson said so publicly in May 2024, with the reasoning that CBD cannot be separated from THC. Creams and cosmetics containing CBD were treated as acceptable.
Notably, no statute, article or decree number was cited in support, so this is an executive interpretation rather than a published rule with a reference you can look up.
Meanwhile CBD shops operate visibly in Andorra. The mechanism is that CBD cannot be sold as a food supplement or a medicine, but products containing it are tolerated when they are cosmetics, so retailers register accordingly.
Cannabis flower and resin are not sellable in any format, and investigations have been opened into shops alleged to have sold prohibited formats.
Be careful with THC percentages here. Figures of 0.2%, 0.3% and 2% all circulate in connection with Andorra. None of them is an enacted Andorran threshold. They are imported from EU and French practice, or they are proposals. A 2024 bill to regulate CBD below 0.3% received an unfavourable government opinion and did not become law.
Can you buy CBD in Andorra?
In practice yes, and that is precisely the trap. The risk is not usually in the buying, it is in the carrying.
A man detained re-entering Andorra with just over 500 grams of CBD bought abroad was convicted of aggravated drug trafficking. He served 14 months in prison before an appeal reduced the sentence.
His defence was that he had not realised the products were illegal, because the same products were openly on sale in Andorran shops.
Going the other way matters too. Andorra is not in the European Union and not in Schengen, and its customs union with the EU covers manufactured goods but excludes agricultural products.
Cannabis and hemp material fall on the excluded side, so CBD flower carried from Andorra into Spain or France crosses a third-country agricultural frontier and is subject to full customs control.
Can you smoke weed in Andorra as a tourist?
No. Visitors are subject to the same Criminal Code as residents, and there is no tolerated setting, no allowance and no leniency for tourists. Police enforce the public-space rules actively, with hundreds of drug possession and consumption files opened in a single year under the public security law.
The exposure that catches visitors is importation. Bringing cannabis or CBD into Andorra is a named offence, whether you are carrying it for yourself or not, and the CBD case above shows how seriously that can be treated.
