No, weed is not legal in Jamaica for recreational use, but small amounts no longer lead to arrest. Since April 2015, possessing 2 ounces of ganja or less has been treated as a ticketable matter, with a J$500 fine and no criminal record.
Jamaica also allows limited home growing, Rastafarian sacramental use and a licensed medical cannabis industry. This guide explains whether marijuana is legal in Jamaica, the penalties, medical permits, CBD and what tourists need to know.
Is weed legal in Jamaica for recreational use?
Recreational weed is still illegal in Jamaica. The Cannabis Licensing Authority states plainly that recreational use of ganja remains illegal, and that nobody may sell ganja without its licence.
What changed is how the law treats small amounts. The Dangerous Drugs (Amendment) Act 2015 came into force on 15 April 2015. Under it, possessing 2 ounces or less, about 57 grams, is no longer an offence you can be arrested, charged or tried for. Instead, police can issue a ticket with a fixed penalty of J$500.
The ticket must be paid within 30 days and does not form part of a criminal record. Police must also refer anyone under 18, and any adult who appears dependent on ganja, to the National Council on Drug Abuse. Possessing more than 2 ounces is still a criminal offence.
Smoking in public is banned. The law prohibits smoking ganja in a public place or within five metres of one. Smoking in a private home that is not used for business is not an offence.
Can you grow weed at home in Jamaica?
Yes, within a limit. Each household may grow no more than five ganja plants on its premises.
Is ganja legal for Rastafarians in Jamaica?
The 2015 law protects ganja used as a sacrament in the Rastafarian faith. Adult Rastafarians and Rastafarian organisations can apply to the Minister of Justice for permission to grow ganja on designated land. Places registered for Rastafarian worship are also excluded from the public smoking ban.
What are the penalties under Jamaica weed laws?
Penalties under Jamaica weed laws depend mainly on the amount. Up to 2 ounces brings a ticket, while larger amounts and any dealing remain crimes.
The UK Foreign Office warns that severe penalties apply for all other drug offences, including attempting to export narcotics. It adds that all prison sentences in Jamaica are served in full. Convictions under the Dangerous Drugs Act can now be eligible for expungement under 2026 amendments to Jamaica’s criminal records law, but conditions apply and clearing is not automatic.
Penalties at a glance

Is medical marijuana legal in Jamaica?
Yes. The 2015 law created a licensed industry for medical, therapeutic and scientific cannabis, regulated by the Cannabis Licensing Authority. The authority now sits under the Ministry of Industry, Investment and Commerce.
Doctors registered with the Medical Council of Jamaica may prescribe cannabis. The authority issues licences in several categories, including cultivation, processing and research.
The rules continue to develop. Amended licensing regulations launched in April 2026 introduced new special permits for community and transitional growers. They also gave authorisations a three-year term and allowed licensed retailers to deliver to clients.
Is CBD legal in Jamaica?
Jamaican law defines hemp as cannabis with a THC concentration of no more than 1%, and the Cannabis Licensing Authority regulates it. Hemp is treated separately from ganja under the 2015 law.
Official guidance on consumer CBD products is limited. Before buying CBD in Jamaica, or carrying it in or out, check the current rules with the Cannabis Licensing Authority.
Can you smoke weed in Jamaica as a tourist?
Not legally for fun. The ban on recreational use applies to visitors as well as residents, and so does the public smoking ban.
The law does give non-residents a medical route. A visitor may buy and possess 2 ounces or less for medical or therapeutic use. This requires a signed declaration or other evidence of that use, and a valid permit from the health minister. Requirements can change, so check with a licensed retailer before relying on this route.
Taking ganja home is a serious risk. Exporting cannabis without a licence is illegal in Jamaica. The UK Foreign Office advice on Jamaica’s drug laws warns of severe penalties for attempting to export narcotics. Cannabis is also illegal under US federal law and controlled in the UK.
The government’s Dangerous Drugs Act facts set out the main rules on possession, home growing and public smoking.
The bottom line on cannabis in Jamaica
Weed is not legal in Jamaica for recreation, but 2 ounces or less brings only a J$500 ticket with no criminal record. Households may grow five plants, Rastafarians have protected sacramental use, and a licensed medical industry operates under the Cannabis Licensing Authority.
Visitors can buy only through the medical permit route, must not smoke in public, and should never try to take ganja home.
