Is weed legal in Belarus for recreational use?
Recreational weed is illegal in Belarus. Article 328 of the Criminal Code covers the illegal trafficking of narcotic drugs, and it applies to possession without intent to sell as well as to selling.
There is no threshold below which possession is treated as a minor administrative matter. Even a small amount of cannabis can lead to a criminal case.
The Administrative Code adds separate offences for consuming narcotics in a public place and for illegally sowing or growing plants that contain narcotics.
There is no legal market, no medical exception and no tolerated setting anywhere in the country.
What are the penalties under Belarus weed laws?
Penalties under Belarus weed laws are severe, although they have been softened slightly in recent years. Contrary to some reports, the trend since 2019 has been towards lower minimum sentences, not tougher ones.
In 2019, amendments signed by President Lukashenko reduced the minimum sentences for drug sales. A further law signed in February 2025 gave courts more flexibility in drug cases, including milder alternatives to prison for some offences.
The UK Foreign Office summarises the current position. It says possessing illegal drugs, including small amounts of cannabis, can bring a prison sentence of up to five years. Smuggling or trafficking can bring up to twenty-five years and heavy fines.

Is medical marijuana legal in Belarus?
No. Medical marijuana is not legal in Belarus, and there is no programme, patient registry or prescribing route.
The US State Department also warns that some medicines common elsewhere, such as opioid pain relievers, are illegal in Belarus. Anyone travelling with prescription medicine should check the rules before departure.
Is CBD legal in Belarus?
There is no recognised legal framework for CBD in Belarus.
Given how strictly possession is treated, a CBD product is a real risk. Do not bring CBD oils, gummies or vapes into the country.
Can you smoke weed in Belarus as a tourist?
No, and the first question is whether to travel at all. The UK Foreign Office advises against all travel to Belarus in its Belarus travel advice. It warns that the drug laws apply even if you are only transiting through the airport.
The US State Department rates Belarus at Level 4, Do Not Travel. Visitors who do go face the same Criminal Code as Belarusians, with no tourist allowance.
